It was established by former senator Manny Villar and his wife, Cynthia Villar, with the aim of addressing poverty-related issues and promoting sustainable development.

The complex serves as a venue for various activities and programs focused on education, livelihood training, healthcare services, and environmental conservation. It houses several facilities, including a training center, a hospital, a museum, and an eco-friendly park.

The training center provides skills development programs and workshops aimed at helping individuals acquire new skills or improve existing ones, ultimately improving their employability and income-earning potential. The hospital, known as the Villar SIPAG Health Center, offers affordable medical services to the community, especially those who are financially disadvantaged.

Another notable feature of the complex is the Villar SIPAG Museum, which showcases the history and culture of the Philippines, highlighting the achievements and contributions of Filipinos throughout the years. The museum also serves as a venue for cultural events and exhibitions.

Additionally, the Villar SIPAG Complex includes an eco-friendly park called the Villar SIPAG Tambayayong Eco-Park. It features various sustainable elements like rainwater harvesting systems, solar-powered lighting, and green spaces designed for relaxation and recreation.

Overall, the Villar SIPAG Complex aims to empower communities, alleviate poverty, and promote environmental sustainability through its diverse range of programs and facilities.
